Run by Serco under contract to Department of Corrections, the facility caters for a maximum of 960 prisoners including 90 Rangatahi (18-24 year olds). It is a high security sentenced facility only-no remands but does incorporate a segregated Reintegration Unit. Brad is heavily involved in the business of engaging the residents in productive impactful work. The importance and effect of providing a vast range of rehabilitation and reintegration activities is evidenced by an impressive reoffending rate of only 13%-the lowest reoffending rate of all prisons in New Zealand. The model used is one of high risk and high trust where whare or fale culture is a cornerstone. The prison population is 43% Maori and 16% Pasifika.Once an inmate has completed a minimum of a 12 month trust based cycle, approval may be sought for a temporary release license to carry out skill based mahi in the community for up to 10 hours a day. Ankle bracelets and monitoring facilitate minimum wage employment. The prison itself has prepared the reintegration process with its four factories developing skills in crafts as diverse as engineering, welding, electrical, carving, forklift licensing, carpentry and baking. NZQA qualifications can be earned and community projects are undertaken. Literacy of course remains a massive problem. The object of ensuring an inmate leads a full and purposeful day acquiring skills based training clearly enhances the chances of obtaining employment upon release and ultimately reduces reoffending.
